Biography

Yarbrough joined Tulane University in July of 2013 where he has focused on building a program considered a pioneer in the university arena of emergency preparedness and response. Tulane’s emergency preparedness department specializes in developing core emergency preparedness competencies and collaboration with emergency preparedness partners throughout the city, parish, state and federal levels.

Tulane Emergency Preparedness and Response team has developed robust response plans and training for the universities various schools and departments. When a crisis arises the department coordinates the university’s response including standing up its Incident Command team and issuing mass emergency communications. Emergency Preparedness and Response also develops and conducts training for a variety of emergency response professionals throughout the state including universities, emergency medical service responders, law enforcement and hospitals.

Before joining Tulane University, Yarbrough created and administered the emergency response program for Ochsner Health System, the largest employer in Louisiana. He received his degree in criminal justice from the University of Alabama Birmingham. He is a certified emergency manager both in Louisiana and Internationally. Yarbrough serves on the board of directors for the FBICAA an organization created to foster working relationships between the business community and the Federal Bureau of Investigation. In his spare time, Yarbrough enjoys spending time with his family, hiking and fishing in the Smoky Mountains.
